pity on character banner just means that after 90 wishes you reach hardpity, at this point a 5* is garantueed - You're initially on a 50/50, you can either win it or lose it, if you lose you dont get the character on the banner but you get a character from the standard banner instead.
If you've lost, your next 5*, (garuanteed after another 90 wishes), is garantueed to be the limited banner character. I've you've won, your next 5star is a 50/50 again.

Pity carries over across different limited banners, if you do 50 wishes on chiori banner right now and get no 5*, you are already at 50 pity when neuvilettes banner comes around for example
