petra is technically the best set just because nothing else is useful, but it has bad uptime anyway so it doesn't really matter, also you need to actually pick up the shard on zhongli and use his hE later into the rotation to get more value out of petra

zhongli's personal damage is negligible, building crit rate is useful to proc favonius lance though

i dont use petra for the aforementioned reasons

As far as I'm aware both yelan and neuvilette could use a hp circlet if the build is crazy, but they generally prefer to go crit circlets
