Very difficult decision. I'd also try to get both, but as for which to go for first..

Neuv likes having kaz for res shred. You could run him with Nahida + em Raiden, though that takes away a good option for your other team.

Kazuha gives you grouping that is useful for many teams.
Neuvilette gives you a very comfortable AoE team that doesn't necessarily need grouping.
