generally just know what the good substats are for the char, and choose whichever piece gives you the most

there's also balancing your stats (enough ER, good crit ratio, not neglecting em if the char triggers reactions)

• try to balance your stats when choosing what to equip. you want enough ER (energy recharge) and as close to a 1:2 crit ratio as possible

if you just want to know roughly what substats you should look for the most, akasha shows substat priorities for your build

you build noelle with her normal dps build, but furina allows you to run 4pc mh on noelle. she can max out the stacks in less than a second
in terms of rotation i run a team with noelle furina yun jin gorou and my rotation looks like
fufu eq > yunjin eq > gorou eq > noelle eq 3(N3CD) > gorou e > noelle N3CD N3C
only caveat is that you need a lot of ER on noelle and at least one favonius weapon. I use three favonius weapons and have around 160 er on noelle and I still have energy management issues at times
