trying to juggle petra uptime while also using kazuha is cringe. that's why i run tenacity even though the attack buff is useless to the team because there isn't a good artifact set for the team. might as well take the increase in shield strength which doesn't matter because neuvillette doesn't get staggered during CA at c1 anyway
