starting with a few basic questions and working from there is usually a good idea
here's what I do

1. What's the character's element and range (are they melee, short, long range, or Circle Impact ™️)?
2. What do their skill, burst, and passives do?
3. What role do they appear to fill in the team?
4. What types of characters could they possibly work with, and why?
   The fourth question is usually the hardest, but it gets easier to answer with 1-3
