So you'll see a kuki or raiden with 1000+ em neglecting all other stats

Aggravate and Spread increase the damage that triggers the reaction. This increased hit will be further increased with dmg% (like an electro dmg goblet for example) and with crit.
So you still build those units for their personal damage

The main difference is that strongbox skips the 50% chance to get the wrong set. You also get 34% chance to get 4 initial substats as opposed to the 20% in domains.
