Dream Solvent is pretty rare. Sometimes, you get only one or even none each week based on how many weekly bosses you do.

Personally, I would encourage looking at which characters you're working on and how many drops they need. Keep it on the back burner unless you absolutely need to use it for these characters. Basically, save it up first and foremost, then use it when you feel like you want to either wrap up a character or knock out a weekly boss off your list.
