hmm, I thought with circlets you really want to go for max potential. Here are my Fischl's gains from a single roll for example

so while having 3 decent stats gives it a good chance to be an average piece, its potential is low because it can't high-roll by getting lots of crit rolls

in theory you could want all those rolls, but it puts a lot of pressure on your other pieces to be crit-heavy?
