Strongbox is an alchemy table feature! It's the very last option on the right when you open the table, it allows you to exchange 3 artifacts for 1 artifact from a set of your choice (if the set is available in the strongbox). If you want CWOF you're better off farming Emblem or another domain then strongboxing bad pieces into CWOF for Hu Tao, since the other set in the domain for CWOF (Lavawalker) isn't generally useful.
