burgeon / hyperbloom have a high floor. It doesn't take that much investment to get reasonable damage.

Spread / Aggravate have lower floor but higher ceiling, especially in AoE. They scale better with very high investment.

Burgeon suffers a bit from accidental burning triggers. You need pyro damage that's frequent enough to hit your bloom cores, yet doesn't actually apply pyro to enemies very often.

4 pc cw + 1 burst = 100%
4 pc shime no burst = ~96%

Try to get Bennett or Fischl from Paimon's Bargains, great characters.
Heizou/Kaeya Xingqiu Layla, Xiangling both work although you probably won't have enough ER for Xq/Xl at that stage of the game but again, overworld is easy so play whatever you want.
