I have a theory for this perceived phenomenon:
hoyo is using genshin as their main money-maker. ever wonder why hsr and other games' players get far more generous rewards? bc genshin wants to maximize their profits by investing more attention and resources but also making it harder for players to get in-game currencies bc they want to not only cover the cost, but also obtain more revenue relative to other hoyo games. what i mean by this is that genshin is probably hoyo's "favorite child" because hoyo knows that it can bring in more irl mora due to it's status as an established "big name" within the gaming industry. hoyo is utilizing this property of genshin to their advantage by extorting (for lack of a better word) their relatively larger size playerbase. ever since the release of wuwa, hoyo's apprehension towards losing their playerbase has become especially prominent, since now they are indeed giving out improved rewards. take the above thesis with a grain of salt, though, because it is all just a speculation

there is absolutely nothing in there that is based on fact; it's just my impression as a member of the genshin playerbase observing from an outside perspective other games' player treatment

The number of pulls that a game gives out, though important, is neither an independent nor is it the defining characteristic for a "generous" gacha game. Pulls are always balanced relative to how the game's economy system and power system works. Here are some key factors that affect how pulls are balanced around a gacha's economy system:

• Character Production Value
• Powercreep
• Rampancy
• Character Resource Availability (or Teambuilding)
• Monetization Model

Let's start with character production value. Since our main point of comparison is with regards to the Hoyo games, there's not much comparison to be had here when production value for each character in Hoyogames are generally held to an excellent standard relative to the gachagaming sphere. For a non-hoyo comparison, a gacha game like Dokkan has generally poor character production value for non-premium units.

Next, powercreep. Powercreep affects how a character's longevity in the game and capacity to not force the player to pull for newer characters. It would be an obvious notion that a gacha game that forces players to pull for newer characters is going to be less generous simply because it renders past character histories obsolete, ergo rendering pulls utilized obsolete as well. This creates a necessity to have the newest character to keep up as previous characters become unable to. It's been evident that Genshin has done relatively well in this regard compared to HSR.

Next, rampancy. This is connected to the previous point but its moreso tied to the frequency of release for characters, especially the premium ones (for this sake, five star characters as the premium option). A game can give out pulls more but also release characters at a faster capacity, thus unequalizing and lowering the pull-to-character ratio, A low pull-to-character ratio is generally less generous for gacha games as players now have less availability proportionate to the overall roster. This ties to the previous point as gacha games with high frequency of release or rampancy tend to also be display more powercreep in order to provide additional incentive for players to pull. Likewise, it's been evident that Genshin has done relatively well in this regard compared to HSR.

Next, teambuilding. Characters can form key areas for possible team compositions in a gacha game. The problem arises, however, when teambuilding is made to be restrictive without much available options. For example, if the number of possible team compositions that can keep up with content is limited and restrictive in its composition, then players would be "incentivized" to pull for additional characters in order to keep up. The problem here arises with the attachment of additional cost towards particular character pulls. In order for X character to work, you need to have Y, Z, and A characters or weapons. Obviously, a gacha game that showcases this kind of restrictive teambuilding is less generous as a higher number of pulls is offset by how much additional cost is tied to a particular character beyond just attaining them. Again, it's been evident that Genshin has done relatively well in this regard compared to HSR (i.e. teams in HSR are generally more restrictive or have higher demand to keep up with endgame content, addendum that signature lightcones in HSR contribute a higher proportion of power to characters than signature weapons in Genshin).

Lastly, monetization model. Some gacha games don't rely on the gacha system itself for the entirety of its revenue. It's not a very relevant topic to bring here for our comparison of Hoyogames but it is a notable factor for a game's generosity if it is to be analyzed by its lonesome. To illustrate, Azur Lane relatively has a generous system for character pulls because the brunt of its monetization model comes not from the gacha system but its skin system. Obviously, the Hoyogames don't rely much for its revenue other than its gacha system (there are also, of course, merch but that's relevant here either).
