Here is how the pity system in the game works.
Every time you pull, you add to the pity counter. 1 wish = 1 pity count
If you do not get any 5 star peeps by 90 wishes, you are guaranteed a 5 star peep at the 90th wish. This is extremely rare since there is what we call a soft pity
Soft pity means that you have vastly higher chances of getting 5 star peep after the 75th wish. Most peeps get their 5 star character at the 75th-80th pity count. You still have a chance for 5 star peep before the 75th wish though that will be around a lower chance.

There are 2 kinds of 5 star peeps, standard ones and event exclusive ones. Standard 5* peeps are Diluc, Keqing, Qiqi, Mona, Jean, Tighnari, and Dehya. The rest of the 5 star peeps are event exclusive ones.

Now, this is important. There are three types of wish banners (soon 4). I'll exclude the fourth for now since that is very complicated.
The most popular wish banner is the character event banner. In this banner, there is a featured 5 star character who are usually exclusive to these banners. If you get a 5 star peep and the one you get is not them, your next 5 star peep is guaranteed to be them. During these banners, the 5 star peeps that you can get are all of the standard 5* peeps and the featured character. For your first 5* peep, you have a 50% chance of getting a standard peep and a 50% chance of getting the featured one. For example, the current event banner features Xiao. When you get a 5* peep, you have a 50% chance of getting Diluc/Keqing/Qiqi/Tighnari/Dehya/Mona/Jean and a 50% chance of getting Xiao. If the peep you get is a standard 5* peep, your next 5* will be guaranteed to be the featured one (in this case, Xiao)

This pity system carries over when banners change. So say, you wish 35 times in the Xiao banner, that pity counter (and your guarantee pity if you got a standard 5* peep previously in the event banner) will remain at 35 for the next banner so you will only need 40 more wishes until you reach the soft pity.

This is how players mainly pull for their favorite characters (particularly 5* ones). They save up their primogems/fates and wait for the banner of the peep they want. Savings of primogems/fates that will reach 160 wishes is usually enough to guarantee the peep you want.

When you get a 5* in the standard wish, the 5* can be a character or a weapon. It will only feature standard 5* characters and standard 5* weapons. Same pity mechanic for that banner but there is no featured peep there so the 5* can be anything from the standard characters/weapons. That being said, if you get 2 consecutive 5* weapons in the standard banner, your next 5* there will be a character. Same goes vice versa.
Most peeps use their primos for the character event banner rather the standard banner becos event exclusive 5* peeps are only available through event banners (plus the standard peeps remain available). Much of the notable characters in the game are event exclusive 5* so they are the ones most peeps save for.
