weapon crafting doesn't require resin tho , if you need a weapon just craft it (tho remember that billets are somewhat limited)
Artifacts are last last LAST investment for me, since the RNG is all over the place. The character/talent/weapon levels are easier to get mats for to level up (besides boss mats)

The catch is good for both raiden and xiangling , like ro said give raiden the spine and xiangling the catch since catch is better on xiangling and spine is decent on raiden
