I use Bennett and TTDS etc for damage tests, and my characters arent very well built but I did notice that although Raiden hits big nukes, mine does only about 450k damage in total per ult, while Xiao does around 600k+ but its broken down into 30-50k hits

Xiao is basically a monster and has the flexibility to work on just about any team since he's pretty standalone, and he still generates his own particles, sometimes enough to refill his burst.

Defense ends up being the damage bottleneck cause DMG bonus is flooded in noelle comps. Yunjin, gorou and other supports add a lot of DMG bonus so the 54% defense and 24% DMG bonus from husk will end up outweighing the 50% DMG bonus and 18% ATK from shimenawas. Adding more defense adds onto the value of redhorn's base damage addition which ends up being multiplied by DMG bonus.

noelle got pretty low normal atk multipliers and yk why this thing known as multipliers because calculations of dmg starts from calculating from this thing using shimenawa increase multipliers by 50 %
156+50 = 206%
145+50=195%
171+50=221%
224+50=274%
if you dont have multipliers everything is useless thats the reason low multipliers chars cant be dps
there are better ways to get def and atk for noelle just stacking def from everywhere is useless lol

With just noelle, yunjin, gorou without adding any damage bonus from a 4th character shimenawa's would only be 22.4% better in DMG bonus than husk and that is before taking into account the 54% DEF which is being added as a large amount of attack(much higher than 18% atk and then some) and also is being added to redhorn's flat damage which gets multiplied against DMG bonus and crit so DEF increases damage more
