From my time farming blizzard strayer I don't think it's worth it unless your using your ganyu as a support and using the artifacts on a different dps. For dps wanderer's its pretty decent well the fate's give bonus dps on morgana and they don't charge attack much at all. I'd gotten so many of the hydro artifacts and shitty blizz pieces. So some bias

20 is passable and will work.
30 is good and no need for improvement.
40 is extremely good and is usually one per F2P account.
50 is a mythical god slayer that even Whales dream of getting.
54.4 is as high as you can get and if you have one of those you're hacking.

If you where to get perfect rolls into crit rate and DMG, the value would be around 326 Crit Value.
If it rolled all into crit rate and dmg but they are as low as possible, you loose 80 crit value. Basically 25% or 1/4 of the total value.
