While he does deal damage based on his current max hp, it would be better to have an attack sands in this case as the weapon used is Jade cutter which also gives 20% HP with the liability being the attack. Also, a decent number of his artifacts already have HP/HP%. So, this is pretty optimized build in my opinion.

a sands would give you like 390 or something

you'll prolly cover most of it with the cutters passive
and also the skill might scale decently well with his hp
so attack might be a waste
+if you can get other stats bumped up without losing much dps then that's good i suppose
