bennet's c6 is really not bad, it enables more than it disables as far as comps go

it also hard enables bennet carry if you're doing some challenge runs like 4/4/4 abyss challenges

for example, one of the 2 most "meta" comps in the entire game, the national/international team variant. only benefits from bennet's c6. xiangling gets a free 15% pyro dmg from his c6, and childe's hydro infusion cannot be overwritten(also he's a bow user so it wouldn't either way) so it doesn't matter

C6 Bennett kills synergies in team comps since infuses melee attacks with pyro giving 15 percent pyro DMG, so if you run physical teams or other elements that aren't pyro they will be dealing less damage, for example if you are gonna run arattaki itto with Bennett if you have c6 kills the synergy between them since he wants to deal geo damage not pyro, idk for me this is a debuff more than a buff, since Bennett burst is such valuable ability that works with anyone killing it like that is not worthy, Bennett is going to be in the meta for who knows how long and the more characters come to the game he will be esencial to deal the max potential of their damage and not being able to pair them with him is a big hit to your account

tl:dr is people did math and found that razor at c6 (10/13/13) with a full physical build actually still only does about 60-65% of his total dmg output as physical, this kinda leans twoards physical perhaps not being the way to go, razor's mv's on his basics is actually quite good espcially with his ult up, and bennet lets him deal pyro dmg instead of physical, razor will also always be the trigger for overload in this comp, and so he can build EM and 4pc crimson witch and actually gain an incredible amount of dmg from it, also razor/bennet allows you to apply both electro and pyro to yourself, proccing overload off your character as well which bypasses the ICD of reactions on enemies.
