Shimenawas is actually about 10% better in almost every case. It takes significantly better stats on CW to match the dmg of Shimenawas once you pass around 220% crit dmg.

It's also about 100x more resin efficient because ESF is actually useful. Where as LW.... is not.

The biggest reason I have invested in Thoma is because he's 1000% the most FUN shielder to play.
