I mean. After leveling 2 accounts (one @ 57, one @ 56) I can solidly say that F2P need to be way less afraid of the weapon banner if they have a solid idea of who they want to play. Getting new characters can often be a stretch on resources and a detriment overall once you have 8 or so solid builds.

I'd probably say that if you win your 50/50 for a character as an F2P and the weapon for them on the banner is a significant enough jump, go for it.

Like Homa, or Mist. 30-35% DPS increase.

That's HUGE as an F2P. Or anybody for that matter.

And in the case of Mist and Homa, they're bigger DPS jumps than C1 when you do the math. (Ayaka/Hu Tao, respectively)

So why keep pulling on character after getting them?

Plus even further, the TS2 set bonus is more useless than most cuz she already gets an immunity to EC when she's in burst.
