For the simple reason that it simply gets nowhere. If we allow other party chars to intervene, then anything that's not kazuha VV with r5 freesworn + mona c4 thrilling tale with NO set shouldn't even be considered. It just...gets nowhere
Lets just stick to either raw dmg or reaction dmg without buff/debuff ><
