Depending on your teamcomp. If you have fire resonance and some atk% substats, cdmg has the same value as atk% at 200% cdmg. That's assuming that you're using a 674 base attack weapon and Atk% Sands. Atk% just isn't really good.

Eula can only output a fraction of the damage Hu Tao can at C0, while having a scripted burst, that's ruined by getting knocked down and backloaded. If anyeone thinks that's broken while we have other way superior characters in the game, they're just bad judges and their opinions aren't valuable. <_<
