Those are prettyy rare i think ive gotten one via those silver shiny cards on higher difficulty and cyrene may also give them, I think cosmic scholar runs give them occasionally as well with higher level on the cat cakes

As for the diamonds you get them randomly thru normal cards or the store when they present you with character + item
