As sometimes with lushaka robin concerto ends in next cycle, and some zero cycle stats require her to end it in the same cycle to recharge energy for zero AV ult in next wave

But if you don't care about that, lushaka is definitely better

you increase frost anomaly by 77% is really no different than 80%

plus the best team right now is astra and nicole with miyabi and nicole gives another 15% crit rate
