for xingqiu you are only really going to use ER sands with jade cutter
for raiden if she is using an ER weapon generally go atk sands (ER sands and atk goblet is viable but performs worse with equal substats). If raiden has a non ER weapon she will basically always go ER sands, and if she has engulfing lightning she will always go ER sands
