They don’t technically need to be hit but basically yeah think of it or treat it like that so it works, to get Sara’s buff from her ult you want basically want to pretend to aim to nuke the character you want buffed

No problem, I’ve seen several people do Sara Q for the stacks and then Sara E to buff raiden and it’s a little easier to see I guess but in abyss it’s a waste of buffs since Sara should buff herself with the E to do more damage with Q, and with that same Q buff Raiden, you’re getting double buffs for your team like that

Truth be told they're realistically all about the same. Personally, I'd go with either Shimenawa or 4GD (even though I prefer CW overall).

Reason being... I already had most of this CW set before Emblem/Shim was a thing. But if you're starting from scratch for Hu Tao rn? CW is such a shit resin investment.
