A trick you can do however to make this yourself is to make that image into a decal, and then put it on a poster. From there you can trace out the logo

Its a trick people use to get the outline of something, afterword's its up to you and your imagination to make it 3D
Para, Logus and others use this technique to make cars
I think blender people also use it

Hmm what you could do for the neon tubes is have 2 cube schematics filled, place them where you want to start and end with the neon tubes, then attach the neon tube to each of the cubes,

Just got to make sure the cubes are straight

As for materials, bamboo, marble, silver, undyed fabric, bone, chalkyslate, all those are whites that could be used
