What we know so far:

• First step of the puzzle is acquiring a "pebble of truth" from Oak depot. It costs 55k. The pebble emits audio which can be described as whispers. I have have attached two audio files. One is the unedited and the other one is with 200% gain.
• The description of the puzzle (see image) translates into "The whispers. . . They're everywhere. . . Only a shift in time may reveal when the true meaning will show. . .". The site used to decode this is mentioned here #1164439658420244481 message.
• Second step of the puzzle is taking it to the duck shrine which is located in the water below the bridge leading to Alans Autologistics (see video). The duck shrine emits the same audio (whispers) as the pebble of truth. Placing the pebble on the shrine causes the following effect (see video).

We currently do not know what placing the pebble on the shrine causes other than the animation and explosion effect.
