my theory is, the tornado's winds don't allow the snatcher's aircraft to work properly bjt if that was the case, then couldn't they just walk like in splatoon 2??

Salmonids in general don’t seem to go out during tornado waves.
The only ones you fight were sucked into the tornado themselves.

I’m fairly certain they’re Salmonid crates.
Their haphazard packing, coupled with the rusted metal on the trolleys they’re on makes me suspect that they wouldn’t be Mr. Grizz’s.

Because a wave based around having 20+ eggs lying on the ground with lessers constantly ambushing you would be hell if snatchers were also constantly spawning to take the eggs away

If you want a canonical reason, the best I can give is that the high winds make using the propeller lift/hat things they fly in unusable
