Mr. Grizz seems to be alive floating around and from research I've found, most meteoroids form 30-80km above earth's surface. Plus you can see meteoroids floating around in the final boss fight against Mr.Grizz. So he would have to be in LEO, or Low-Earth Orbit in which he could re-enter earths atmosphere.
