I think the reason inklings don't drive alot is that A) most are underage, and B) their cities are like japan, where they don't need cars due to all the other methods of transportation (trains, bikes, walking).

I can only assume that the espresso machines they are riding have some limitations which would prevent using them for a long period of time, or for public transporting.
Probably they were created (or maybe already existed and are only really used on certain areas) to transport Inkling/Octolings to battle areas.

Racing karts are meant to be facsimiles of cars, which is why you don't need a driver's license to drive a go-kart. Generally I'd say you can't have karts without having cars first
