Anyone with knowledge for my friend about pcs will these specs be good enough to run at least 200-220+ frames for competitive hes currently running a ryzen 5 3600 and a gtx 1660 super and in need of an upgrade.

the 4060 is bad for its price

also i would buy into the am5 platform

Thats why, hes running ddr4 ram and am4, thats why i would use a cpu for am4
