Depending on your settings and fps cap, I don't think it's a hardware problem. The reason I think that is that I've had my PC for a long time and have a rtx 2060 and an i5 9400f, and I have a stable fps. I am playing on performance mode and have it capped at 144, but it never goes under that.

check temps, dust, reinstall windows, off high resolution textures, go to bios and check if xmp is enabled
