Okay, so the observatory is the huge dome looking thing on the hill from spawn, there's a way to get inside it, and a few puzzles to do, then a door on the top floor of it opens and has a timed reward buff.

Have you done this part?

Alright, so that buff reward at the top of the observatory where the gate opened, it has 10 minutes on it.
You just need it to get down the well, in the well, will be a rhythm puzzle, just open all the doors (even if you can see one clearly) and shoot them in order, loot to your hearts content, and make your way to the bottom.
