This got changed with the 0.5 update, she is now in the Gloriana's Tears realm which you can get to by progressing the storied realms, (should be 4th portal in crossroads if I remember correctly)

SO much about progression has changed in this version. Slow down. Follow your quests. Read them. the main story line still takes you to nellie - but you can't just cheese your way there.
