NG requires windows C++ but everytime i try to install the c++ it says i dwont have access to the network. Any suggestions?

Execute it, and let it finish

Are you not an administrator account on windows system ?

Go to Services.MSC and check whether the service of 'Windows Installer' is in Running State or not.

Type, Run in your start menu.

#

once, run opens up. type 'services.msc'. press enter
