I've look online and I've seen it says you need a score of 40+ but I still cant get through the energy gate. Is the score actually higher or is it bugged?

Your quest will tell you to get to 50 Gear Score and unlock the Herbarium card. However, if you temporarily equip something that puts you over 50 Gear Score, the quest will just update and tell you to get the card

That was probably because you did not unlock prior Major card, the Provisioner one.

your quest is bugged its a GS of 50for you to enter you'd need to have a GS of 50 when walking through the gate

you can also use climbing picks or something to try and get in without requiring the power limit. I've done it loads of time xD
