The way I see it, the Seatruck is supposed to fill the same roles as the Seamoth and Cyclops, but doesn't do either of them very well.
Sorta like a Jack-of-all-Trades
Its arguably a straight downgrade from both vehicles, but it can fulfil the purposes of both.

There are several options.
But early on many recommend deep twisty bridges since you end up going there anyway for seatruck module fragments (for storage and fabricator modules) to scan them, and there’s diamonds and lithium you’ll need to make a seatruck depth upgrade and the modules themselves. Lots of diamonds down there. One squidshark. There’s oxygen plants, but do watch out for those grabby traps (spike traps I think they’re called).
Other place you can also go to but it’s a bit further away, but not quite as deep I think is the Koppa Mine. It’s southwest of Delta Island. Either way, with no depth upgrade you’ll be swimming down and using oxygen plants, watching your oxygen to not drown. You can also get prawn suit scans in the mine. There’s a lot of cryptosuccus around the island, but it’s pretty safe in the mine

You’re talking about the Shadow Leviathan? The big black fish with a white ribcage-like mouth. You can shock him when he’s holding your Seatruck and then he’ll let go, but don’t shock too early cuz the recharge takes some time, might be too long
