There is a power cell charger you can find it and scan it a few places or you can charge ion power cells in moonpool by swapping them out inside a seatruck or prawn (docked)

No, because when Robin isn’t inside a vehicle she has an oxygen meter and I’m not sure what it’s called but it’s some sort of thermal/vitality measure which if she’s exposed to cold temps too long it’ll drop dangerously low, she develops hypothermia & eventually she’ll die if you don’t intervene to warm her up somehow. The temperature gauge is part of the vehicles themselves.

Phi robotics center has a blocked off area with like 20 supply boxes with pdas and you need the propulsion cannon for that
