Make sure you did everything you had to do at the Satellite. After you put in the ||Test Override Module||, you have to interact with the panel on the Tower to disable the Satellite.

After you disabled the Satellite, she called you and told you where to meet her. Check your PDA for the most recent dialogue you got from her.

You can't unlock the door until you meet her where she wants you to go.
