Yes, I believe so. But after they're decomposing, they turn to rotten. You can't plant them at that point.

I think 1 energy a second per reactor rod. Each reactor rod is 20,000 energy for a max of 4 reactor rods at a time. So with 4 reactor rods, you'd get 80,000 power, 4 power a second.
