It is indeed the ice worm testing area, and from what I’ve heard it was left in from that time. Likely because such out of bounds areas aren’t typically found by most players. And also from what little I’ve learned in general about games and coding, it can cause more issues to mess with stuff by removing something than leaving it in, especially when as mentioned it’s in an area that’s not affecting gameplay
