I am planning an endgame base in the hole in the middle of the floating island. I headcanon that I cure myself but don't leave the planet. I want to cover the hole with foundations, then put grow beds on them with plants and trees for camouflage (so it can't be seen on satellite)

You can't build foundations above base modules, however you can build base modules below foundations

So what you want is still possible except you'd need to place the foundations first

I did my base their for my playthrough. The cheli can be a bit annoying sometimes but its not a huge issue. Just get a perimeter defense on your seatruck and take it out when you go instead of regular swimming.

Also build multiple enterance hatches so you can retreat inside from anywhere around your base

Its also nice and scenic. I built my bedroom looking out onto a ventgarden.
