All the recipes you'll need are on the fabricator and the list will grow as you scan. I'd recommend only getting all the tools together you can at the beginning so you'll have everything you'll need when you need it. The laser cutter requires one resource you probably won't run across all that soon unless you do some of that exploring and discovering.

Reminds me: There is a PDA lying on the ground at the mouth of one of the small tunnels on the floating island and that one PDA is the trigger for the location of the next Degasi base. If you miss it, you won't get the prompt/location on the HUD. Held me up for quite a while because I had missed it. It struck me as very odd that one PDA, its location away from any of the island habitats rather than in one of them, would trigger such an important HUD element considering how well the game guides you otherwise. Single, easy to miss PDA; single trigger? Not the best design choice that one.

I don't think they do. I believe there are set spawn locations, but not all of the same outcrops will spawn in the same playthrough if that makes sense. and so the spawns seems varied across different playthroughs

Let's count how many subbiomes there are.

Crashzone and ghost river give us 9 biomes, count that with deep grand reef we get 10.

Caves from blood kelp, mountains, underwater islands, sparse reef and kelp ups that number to 15. With deep and shallow sparse reef and sea treaders path counter with blood kelp trench rise that number up to 20.
