Capsules, after being sent, will go to a queue, where they await manual moderation. Only after being approved, they start spawning in other people's games. Some items (usually tied to progression, like ion tech, story items, some vehicle modules) are automatically removed. Some (like 2x2 fish) don't spawn at all. Edible stuff will spawn in good condition when the capsule is picked up, so don't worry about it rotting. I hope this answered most, if not all your questions.
