My account is not leveling up

My friend started playing the game 3 days ago and he encountered a very strange problem. He has lvl 7 and he does not move no matter how much he plays. Also in the "Missions" they are simply not there, there is only 1 line of missions but nothing else. Also during the game he cannot pump the ability level above 3. And all this looks absolutely absurd. Please help me solve the problem.
