I can't report a hacker after game

I THINK

This guy in SA server is with aim assist/aimbot and can't report after game.
Never seen him playing, the aim consistency is better than any Shrike main that I know. If you play the video slowly in 6s to 8s you'll see how the aim tracking is very LOCKED even predicting while I'm dashing.

Just wanted to report to theorycraft see if It's a hack or not tho
