All abilities are leveled up with Alt, but not (R). It's interesting that (R) might be leveled up with CTRL modifier, but only the first time.

Something is using alt-R on your system as a global hotkey. I'd guess nvidia shadowplay.

Nvidia and amd both use alt-R as default keybinds and will take priority over supervive. For amd specifically it uses alt R to open the game overlay thing, I just changed that and it works fine. You can also just change the leveling modifier.
