Looking closesly this looks like it's a bug. Because Voids TP is clearly in range of Shrike for some 10 frames in the video but still doesn't bring her along. I feel this has happened before with grapple specifically but this one is the most clear video I've found so far.

Yes but you are able to teleport your friends while jumping and there is nothing in this scenario that would give me a higher altitude then jumping.
