Why not buy already prexisting so many VPN services out there? You'd be spending at minimum 5-6x the cost of a VPN service with even less server options plus you'd be having your real identity attached to the cloud providers, so doesn't seem like a good idea to me. Maybe look into Mullvad?

I would try local zones vps and setup v2ray

Less likely to get blacklisted by the chinese great wall

Other locations are very likely already blacklisted
